Several models are available to illustrate the Stages of a mining projectIn fact, the stages of a mining project in Québec follow the rules of the Ministère des Ressources naturelles et des Forêt:
Summary
1. Project development
2. Impact study and review
3. Construction and operation
4. Closure and restoration
For 2025, the Québec government has updated the Quebec Plan for the Development of Critical and Strategic Minerals
Critical and strategic minerals are also known as SCMs.

In Murdochville, the Mines Gaspé (Gaspé Cooper) project is currently being developed by Métaux Osisko. Osisko was able to illustrate where it is in its process as of April 2025 (in this visual below). See the star in the Exploration phase (column 2 in khaki green).
Progress reports and results can be found on the community page. Osisko Metals: Gaspé Copper
"Mines Gaspé )Gaspé Cooper) is the largest undeveloped copper and molybdenum deposit in eastern North America. This former copper mine is located near the community of Murdochville, in the Gaspé Peninsula of eastern Quebec, some 825 kilometers east of Montreal.
Quebec - one of the most mining-friendly jurisdictions in North America - has a rich history of copper production. This unique opportunity will expose Osisko Metals to copper, a mineral essential to the development of green and renewable energy as part of the global transition to decarbonization.
All the support infrastructure required for the eventual reopening of Mines Gaspé is already in place, including paved road access. Route 198 connects Murdochville to the coastal community of Gaspé, and port access to the St. Lawrence is nearby in Gaspé. The site is also well served by Hydro-Québec, with an electrical substation located on site to supply renewable hydroelectric power." Source

The Côte-de-Gaspé Chamber of Commerce is present on the territory to listen to its members and make the necessary representations. The Haute-Gaspésie Chamber does the same, thanks to our presence on the Comité de maximisation des retombées économiques (economic impact maximization committee).
